The
terms of reference of the Second National Commission on
Labour were: (i) to suggest rationalisation of existing
laws relating to labour in the organised sector; and (ii)
to suggest an Umbrella Legislation for ensuring a minimum
level of protection to the workers in the unorganised
sector. The resolution of appointment also asked the
commission to take note of the developments that have
followed liberalisation and globalisation, the demands
that they make, and the effects they have on working
class, industry, government and all sections of the
society; and to make recommendations on the laws and
systems that are required to offer protection and welfare
to the working population in the country, and to increase
the economic efficiency and competitiveness of the
Industry.
